This primary focus of this study is the presidential elections from the periods of 1946 to 1961. The importance of the presidency to the country is second to none, considering the fact that the president is the almost ultimate dispenser of patronage, and favors in the Philippines' over-centralized form of government. That is why the researcher aims to identify all the qualifications of being a president and the whole process of the presidency. The primary purpose for which this study was made is to describe and analyze the post-war presidential elections, in order to find out whether democracy is being practiced in the Philippines.
