It is theorized that the local autonomy is a precondition to and necessary ingredient of development. For local autonomy to be considered in full effect, the greatest possible participation of the people is essential. The concept of popular participation is perhaps the most vital consideration in establishing a system of local government. The main objective of this study is to determine through survey and appraisal what is the role of the Barangay in community development as it is experienced in selected districts of Quezon City and to analyse the implications of the findings for local autonomy.
