Although the concept of social security is new in this country, social security measures and legislations are already well established in the rest of the civilized world. Is has been stated in the preceding chapter that to provide the funds for the systems, the employer and the employee will be required to contribute a certain percentage of the employee's monthly salary. They will be the member of the Social Security System although only the employees will be entitled to the benefits. The foregoing study shows that the provisions of the present Social Security Act are admittedly defective and cannot be implemented without courting disaster. On the other hand, the amendatory bills now pending before both Houses of Congress are serious and honest efforts to correct the defects of the original law.
