Through a survey, this thesis seeks to know the professional preparations and experiences of the principals running the RVM secondary schools, and to find out what are their administrative problems on instruction, financing, and relationships. The study covered the sixty-eight high schools spread in the regions of Luzon, Visayas and Mindanao. The direct respondents are either the superior-principals, the principals or the assistant-principals of each school in the school year 1969-1970. The problems under study dealt with the instructional shortcomings, financial difficulties and public and human relationships. Findings revealed that with the professional qualifications, the administrative and teaching experiences, and other responsibilities held by the principals of the sixty0three secondary schools, it was concluded that these are good preparations and indications of maturity, sound judgement, and dynamic leadership of the administrators in the fields of education.
