Abstract	The objective of this study is to present a more or less vivid pictures of textbook publishing in the Philippines in relation to elementary and high school basal textbooks prescribed for public schools in 1960 to 1961. The methods employed during the survey were (1) examination of public records; (2)examination of publications; (3)correspondence with pertinent agencies; (4) interviews; and (5) a review of first-hand personal information on the subject as textbook writer and publisher. The descriptive survey has revealed that textbook publishing is a combination of "education first" and "business second".
