This paper makes an appraisal and evaluation of the University of the Philippines at Los Banos (UPLB) Administrative Development Program within the years of 1975 to 1980 with the intention of finding out how effective the Administrative Development Program is. Data is collected using interviews and questionnaires. The participants of this study are the department chairmen, the heads of the units, and the graduates of the program. The study is limited by the fact that it was impossible to obtain information on the number of people who have been denied opportunities to participate in the program. In conclusion, this paper states that the effectiveness of the development program used by the University Administration for administrative personnel has been satisfactorily met, but the program should not limit itself to this, because there will always be a better way of doing things.
