This paper aims to analyze, evaluate, and criticize the School Board of Manila in light of the law and contemporary understanding in order to identify its strength and weaknesses and suggest appropriate reforms. The study is significant in four different angles, namely, the importance to education, the relevance to national development, the contribution to local literature on financing administration, and the starting point for further research. The paper concludes that the School Board in Manila, while it could use some adjustments, is an institution established in a truly democratic country by the people for the people, and it shall play a role as a primordial resource of education.
