This work is an endeavor by a member of the Philippine bar – an officer of the courts – to contribute to the ultimate answer to the dilemma in the light of the local scene. The author highlighted that the judicial power shall rest with the courts of justice as what the constitutional fathers have written and decreed to the ages before them. The government they founded is a government of laws and not of men. In the society, they created the law that is supreme. For the law to be supreme, the courts must themselves remain impregnable and supreme in their legitimate stronghold.
