This work, involves the status of aliens under the Philippine Constitution, concerns itself with aliens as such, the rights and privileges enjoyed by aliens of all classes, their historical and modern day contributions to the Philippine economy, and the reasons for their economic dominance and their many abuses and persistent contravention of existing laws which are dwelt upon and analyzed. Dominating the whole text is the proposition of fair treatment to which aliens are entitled not only because of their economic contribution but also because consistency calls for its application. Also covered by this study is the movement to nationalize all trades, rights and privileges and to point out what the congress has done in this matter and how the alien policy gradually developed, and for what reasons.
