The government is responsible for the country, whether it is about over-population, struggles, shortage of food, spread of diseases, unemployment, land limitations, problem of political pressures and environmental factors. In short, they should be responsive to the public. With this, the study aims to contribute to the development and improvement of the recruitment and appointment in the Philippine civil service system, and to create proper understanding to the merit principles among the administrators and personnel as well as expose the defects in the system.
