Dictatorship is a relative term. Its modern concept is entirely different from what that as was practised and understood in Republican Rome. It exists in various aspects and in different forms: "Fascism" in Italy, "Nazism" in Germany, "Marxism" in Russia. In the Philippines, t is unanimously conceded that under its constitution, the President has been vested with extraordinary and transcendental powers, some of which are not even possessed by the President of the United States under the American Federal Constitution. This study explores the possibilities of dictatorship under the Philippine constitution. It reveals that dictatorship exists when the rights to life, liberty and property become subordinated to the constitutional mandate that in the defense of the state , all citizens may be required to render personal, military or civil service and that the Government may require such resources and other assets or possessions, public or private, as may be necessary for the defense of the State; when the President deems it proper to suspend the privileges of the writ of habeas corpus or decides to procliam martial law; when rules and regulations having the force and effect of law are promulgated by him; and when all means of communication, whether on land, sea or thru the air, are completely controlled by his office.
