The study presents social evils as they are in the Philippines at present, outline some of their causes and offer a few recommendations in the light of the author's experience and understanding and in that of recognized authorities in the matter. The study of the subject will be affected in the long run by separate treatises on the sub-topics: poverty, vice and ignorance considered in their various manifestations and forms because the author is convinced that they are the progenitors of all evils, and are therefore, the root cause of much, if not all of human miseries. It will doubtless be noticed in the course of this essay that each of the above subdivisions may be taken as cause of the two others: a person may have become poor on account of his vices, or, general inability to "qualify" in life's social competition on account of ignorance; he may be ignorant because of degenerate habits, or poverty; and again he may be vicious because of lack of better knowledge of the right thing to do, which once more, lack of means may not enable him to avoid for himself.
