This research work is centered on the study of the propaganda and revenue-generating opportunities of philately and how the Philippine government can explore these untapped potentials. In the context of this paper, postage stamps shall exclude those intended for their generic purpose (that is, for postal usage). Revenues derived from sales other than for philatelic intent shall not be part of the study. The following problems are posed to be answered more specifically: (1) What benefits can be derived from philately? (2) Which government agency, if any, manages the marketing of RP postage stamps? What are its functions and channels of distribution? (3) How much revenue did the Philippine government derive from sales of its postage stamps to the philatelic market for the past eight years (1969-1976)? (4) How successful is the Philippine government in tapping philately as a source of income? (5) Why has interest in Philippine philately remained dormant? What are its poblems (6) What steps should the Philippine government take to explore the opportunities available in Philately?
