The researcher attempts to make a study of the assistance provided by the University of the Philippines Institute for Small-Scale Industries (UP ISSI) to medium and small-sized industries in the Philippines. Information concerning services in five major areas will be analyzed: (1) management training programme; (2) consultancy and technical services; (3) research and publications; (4) project evaluation and supervision; and (5) other services offered classified as community and extension services, general administration, and staff development. Two Bills pending in the defunct Congress, the Small Industries Development Act (H.B. 4643) and Small Enterprise Act (S.D. 595) will be evaluated as it is related to the outlook of the Institute with the objectives of delineating its favorable and unfavorable implications in the future operations of the Institute. The study will limit its scope on the training arm of the proposed agency or the consultancy services and will not comment on the overall program for small industry development as embodied in the two proposed statutes.
