Abstract	This study attempts to evaluate Presidential Decree No. 175 ans its implementation in the countryside of Bulacan. The samahang nayon subjects of this study were selected through stratified random sampling. The research instruments consisted of two sets of questionnaires, one having been accomplished by the respondent samahang nayon officers, municipal development officers and the provincial cooperatives develpoment officer and the other, which was framed in the vernacular, by the respondent samahang nayon members.
