The study is an attempt to present a profile of the small Filipino entrepreneurs in terms of some basic characteristics necessary for business success and an analysis of their problems in five provinces of Region I. The survey included small-scale manufacturing establishments in Region I. The 189 owner/manager respondents come from the five provinces of Benguet, La Union, Pangasinan, Ilocos Norte and Ilocos Sur. The problems focused on the three major components of industrial development in Region I, namely, the entrepreneur, the enterprise, and the government. It also seeks to discover the government policies and aids that have been programmed to help entrepreneurs and how effective they have been.
