This study is an attempt to investigate the Philippines' major policy or policies in connection with government economic ventures as well as the ways and means adopted for their implementation. It seeks, principally, to examine the constitutional basis of the government's engagement in business and industrial activities, including the various instruments and agencies of the government in carrying out its economic program. In so doing, efforts have been made to determine whether or not in their present organizational set-up, structure, methods of operation, and other allied matters, these instruments are for the best interest of the country. While there is here an attempt to present an over-all picture of the government's organs for its economic undertakings and industrial activities, this modest work has ventured, as it does venture, certain observations and recommendations which, it is hoped, might be of some value to those interested in the economic aspect of national life.
