The study undertaken in this paper derived its inspiration from one of the most vital problems which faces the government of the Republic of the Philippines today - that of bringing the Muslims within the body politic of the Republic. The writer traced the genesis and growth of this perennial problem through the turbulent days of the Spanish rule in the Philippines and those of the American regime. He showed that, as indicated by conditions obtaining in Muslim society - indeed, by the legal definition of special provinces, which tag still attached to the Provinces of Mindanao and Sulu - the Moros are not yet ready to assume fully the duties and responsibilities of democratic citizenship. In the light of the authoritative pronouncements of students of human society and culture-redirection, like William Heard Kilpatrick, the study concerned itself with discovering such needs and deficiencies as exist in the Muslim culture from the standpoint of good democratic citizenship as a basis for the construction of an educational program designed to make the Muslims good citizens of a democratic Philippines.
