Three main concerns of this study are:(1)to show status and growth trends of the independent variables as well as the dependent variable - ODA disbursement from Japan - using graphs and growth rates; (2) to build a model using Excel,SPSS, and SAS; and (3)to enumerate measures Philippine government specifically the legislative branch recently(1998-2002) proposed with regard to ODA specifically after the Asian Financial Crisis.
