This study is a descriptive research which sought to investigate why the enactment of a Civil Service Code remains an aspiration to be fulfilled despite the lapse of a 12-year effort (1988-2000) and four Congresses. The study primarily used the interview method. Key informants were identified and selected on the basis of their involvement with and knowledge of the proposed Civil Service Code. The study thoroughly accessed records and files at the Senate Archives and at the Legislative Archives of the House of Representatives. The study revealed that the non-enactment of the Code might be attributed to four major factors: issues of turf, the influence of personal differences among the legislative sponsors, the 'weak' advocacy of the CSC and the "unattaractiveness" of the Code itself.
