This study focuses on the performance of the Electoral Contests Adjudication Department (ECAD) in connection with the cases filed, cases dismissed on technical grounds, cases prospered and cases dismissed on the merits for the January 18, 1988 local elections and May 11, 1992 synchronized elections in relation to the quasi-judicial functions of the Commission on Elections. The number of election protest cases, election appeal cases, and quo warranto cases were discussed to give significance to the study. It used three groups of respondents, namely: the Commissioners, counsels and the ECAD employees. Their opinions and perceptions were considered through the use of questionnaires and personal interviews. The findings of the study will redound to the interest of political candidates themselves directly or indirectly.
