This discourse is intended to ascertain matrices of delay in the flow and disposition of cases and of the negative perception of the image of the Court of Appeals with a view of providing remedial measures therefor. However, it does not pretend to be a complete catalogue of every problem in the Appellate Court. Neither was is designed to pinpoint, with statistical accuracy, as to how fast a case was resolved after it was deemed submitted for resolution. At most, it can only emphasize the fact of delay, or the postponement in the resolution of the case after its submission for resolution.
