Abstract	This study sought to determine the budgetary reforms and innovations that have been initiated for the period 1993 to 1995 and the extent to which these reforms and innovations are received by the users and beneficiaries. The descriptive research method was used in the study. Documentary analysis was used to gather the data on budgetary reforms and innovations and the areas of concern addressed by the reforms and innovations by examining legal and public documents. The general conclusion is that for the years 1993 to 1995, the administration has sucessfully instituted fresh and extraordinary approaches in government operations.
