Note2	Within the context of the First Vatican Council, Pius IX wrote an encyclical letter announcing a special jubilee for the Holy Year 1875. The Pontiff also took into account the many difficulties during his pontificate. The text is accompanied by a letter of the Vicar General of Manila and the Apostolic Administrator of Cebu addressed to the clergy of both dioceses asking them to unite with the Holy Father in the Jubilee Year.
